Dragan Miletic, a Serbian student enrolled at the San Francisco Art Institute, needed a green card. Badly. The Bar Association of San Francisco referred him to an immigration attorney, whom Miletic says did not return his repeated phone calls.

An Art Institute professor told her disgruntled student about California Lawyers for the Arts, a nonprofit, San Francisco-based organization that provides referrals, arbitration services and educational programs to local artists.
