Nearly 10% of the $47 million Independent Counsel Kenneth W. Starr spent between August 1994 and March 1999 investigating President and Hillary Clinton has gone not to his office staff and expenses, but to outside contractors, including outside counsel.

Mr. Starr spent $4.16 million for computer analysts, court reporters, criminal investigators and a variety of financial, medical, jury and legal consultants, according to a report prepared by the General Accounting Office, a nonpartisan arm of Congress.
