QVC Inc., the cable television home shopping giant, must stand trial in a civil suit brought by a California man who says it stole his idea for a series of broadcasts from each of the 50 states that highlighted local products, a federal judge has ruled.

In his 19-page opinion in Riese v. QVC Inc., Senior U.S. District Judge Louis C. Bechtle found that Pennsylvania law protects ideas only if they are “novel” and “concrete” that Cass Riese’s proposed idea for a program entitled “Best of the U.S.A.” met the test.
