ATLANTA – Criminals reach the legal system only when families, schoolsand neighborhoods have failed, Attorney General Janet Reno said Tuesday.”The criminal justice system is the end of the line,” Reno told the 530members of the American Bar Association’s House of Delegates.

“So it’s the criminal justice system that takes the blame” whenex-convicts return to prison, Reno told the group at the World CongressCenter.
