Criminals reach the legal system only when families, schools and neighborhoods have failed, Attorney General Janet Reno said Tuesday. "The criminal justice system is the end of the line," Reno told the ABA's House of Delegates. Each year, 450,000 offenders return to prison, she said. To stem the tide of recidivism, Reno urged the creation of more drug courts -- community-based treatment, rehabilitation and supervision programs for criminal offenders with drug or alcohol dependency problems.
