President Clinton appointed a lower percentage of women and minorities to federal district court judgeships during the first half of his second term in office than he did during his first term, according to a survey published in Judicature, the journal of the American Judicature Society. About 40 percent of Mr. Clinton’s second-term appointees were women and minorities, down 13 percentage points from 53 percent during his first term. But Mr. Clinton’s record of appointing women and minorities still far outstrips that of any previous president. In his six years in office, Mr. Clinton has named 70 women and 47 African-Americans to the federal district bench, compared with 53 women and 16 African-Americans in the 12 years of the Reagan and Bush presidencies.
