ATHENS, GEORGIA — A local judge is set to decide an issue never addressed by Georgia’sappellate courts and apparently rarely ruled on by the state’s trial courts:Whether 911 tapes are public records.

Athens-Clarke County Superior Court Judge Steven C. Jones heard argumentson the subject recently in a civil action filed by lawyers defending amurder suspect.
