Chief Assistant U.S. Attorney Loretta E. Lynch was recommended yesterday to be the successor to Eastern District U.S. Attorney Zachary Carter.

Ms. Lynch, 40, is expected to be named interim U.S. Attorney by the Department of Justice on Friday, when Mr. Carter will leave the office for private practice. She will remain in the interim position pending her formal nomination by President Clinton and her confirmation by the U.S. Senate.
