But even so, the majority of an en banc court took a shot at Congress for meddling in judicial oversight of prison litigation. On Friday, a sharply divided Ninth Circuit issued a ruling that rendered moot a case challenging the 1995 Prison Litigation Reform Act, which sought to limit civil rights cases brought by prisoners and advocates.
