A split federal appeals panel has struck down a Florida school board’spolicy that would have permitted student-led prayer at graduation ceremonies.

The panel of the 11th U.S. Circuit Court of Appeals ruled 2-1 Tuesdayagainst the Duval County board’s policy that let seniors vote on the contentof a student-led message during graduation. Jacksonville is the hub ofDuval County.
