A split federal appeals panel has struck down a Fla. school board's policy that would have permitted student-led prayer at graduation ceremonies. That students, and not school officials, decided on the content of the graduation message "does not erase the imprint of the state from graduation prayer," wrote Chief Judge Joseph W. Hatchett. The policy grew out of attempts to get around a 1992 U.S. Supreme Court decision prohibiting school-sponsored prayer at public school graduation ceremonies.
