Thomas Locke, a former acting assistant director of the inspection division at the FBI, is joining BGR Holding, the firm formerly known as Barbour Griffith & Rogers. According to a statement by BGR, Locke starts Jan. 16 and his title will be managing director. The retired FBI agent is expected to advocate for clients dealing with the Justice Department, the FBI, the CIA, the Treasury Department, and other law enforcement and intelligence agencies. Locke’s hiring comes a month after the firm changed its name, announced it would become bipartisan, and said it would expand its offerings beyond lobbying to include “strategic advocacy services.” The firm stresses that Locke is “uniquely qualified” to help clients deal with law enforcement proceedings, investigations and civil actions, and also to perform corporate background checks and risk analysis. The firm says Locke is a nonpartisan hire. Locke worked on terrorism, kidnapping, and drug investigations during his 32 years with the FBI, as well as investigations tied to the Sept. 11, 2001, terrorist attacks, according to the statement.
