When it comes to contracting by state agencies, the will of the voters trumps most bargaining agreements OK’d by the Legislature, the California Supreme Court ruled (.pdf) Monday.
The unanimous decision kills union efforts to require California state agencies to use government employees, rather than private contractors, to perform most architectural and engineering services for public works projects.
