Wilson Cowen, a retired judge from the U.S. Court of Appeals for the Federal Circuit, died Oct. 28 at the age of 101. Cowen, whose judicial career stretched back to a stint as a county judge in Texas during the Depression, served as a senior judge on the Federal Circuit from the court’s inception in 1982 until his retirement in 1997. Born in 1905 near Clifton, Texas, Cowen started out in private practice after graduating from the University of Texas School of Law in 1928. During World War II, he served as assistant administrator of the War Food Administration. After serving for many years as a commissioner and chief commissioner of the U.S. Court of Claims, he was nominated as chief judge of that court in 1964 by his fellow Texan, President Lyndon B. Johnson. Cowen assumed senior judge status at that court in 1977 before moving to the Federal Circuit to serve as a senior judge there.
