Mattel Inc., battered by a spate of toy recalls, has hired a new lobbying firm. Johnson, Madigan, Peck, Boland & Stewart filed a lobbying disclosure registration last week, revealing a representation that dates back to Aug. 24 — shortly after Mattel recalled millions of toys, warning parents that the playthings could contain dangerous lead paint or hazardous magnets. The toys had been manufactured in China, and the recall added to a chorus of concerns about Chinese manufacturing standards. Mattel later said that some of the problems were due to design flaws, but the recalls have continued to draw scrutiny from Congress. Mattel officials could not be reached for comment about the new registration. The company has reported spending $60,000 on in-house lobbying efforts so far this year. Since 2000, Mattel has been registered as a client of St. Maxens & Co., which specializes in international trade and government affairs. Lobbying disclosure forms show that Mattel paid St. Maxens $40,000 to lobby on trade issues including Chinese currency practices during the first half of the year.
