Connecticut legal scholars are aghast at assertions made by Stamford, Conn., Superior Court Judge John Redmond Downey that undocumented aliens don’t have the same rights in the court system as U.S. citizens.

It’s not up to Downey, or any other state official for that matter, to act as an immigration enforcement official, said Michele Caldera, a clinical professor of immigration law at the University of Connecticut School of Law.
