Diann L. Smith, former general counsel of the Council on State Taxation in Washington, has joined New York-based Sutherland Asbill & Brennan as counsel in its state and local tax group. Mark D. Wasserman, Sutherland’s managing partner, said that the firm welcomed Smith’s knowledge and expertise gained in her work for the Council on State Taxation (COST), a nonprofit trade association consisting of nearly 600 multi-state corporations engaged in interstate and international business. While at COST, Smith testified before numerous government authorities and advocated the fair and nondiscriminatory taxation of multi-state businesses. Among her responsibilities, she wrote amicus briefs, drafted legislation, commented on proposed legislation and regulations, and counseled COST members on state tax legal and procedural questions. Before joining COST, Smith was a partner in the tax department of McDermott, Will & Emery’s New York office, where she focused her practice on state and local tax issues.
