The Bush administration has had troubling filling the five vacancies on the U.S. Court of Appeals for the 4th Circuit. But the president may be getting closer to selecting nominees for some of the spots on the conservative-leaning appeals court. Last week, Virginia’s two senators made their recommendations. In a letter to President George W. Bush dated June 12, Sens. John Warner (R) and Jim Webb (D) made five suggestions: Judge G. Steven Agee of the Virginia Supreme Court; Thomas Albro, a Charlottesville-based lawyer with Tremblay & Smith; Judge Glen Conrad of the U.S. District Court for the Western District of Virginia; John Douglass, a professor at the University of Richmond School of Law; and Judge Donald Lemons of the Virginia Supreme Court. The White House has the final say in selecting nominees. One name that didn’t make the cut is that of H. Christopher Bartolomucci, a former associate White House counsel now at Hogan & Hartson.
