BRACEWELL & GIULIANI Jeff Holmstead, 46, a former assistant administrator at the Environmental Protection Agency’s Office of Air and Radiation, has joined Bracewell & Giuliani as a partner in the firm’s Washington office. Holmstead, who is returning to private practice after spending a year abroad with his family, will head Bracewell’s newly founded environmental strategies practice. Holmstead served at the EPA from 2001 to 2005 and headed the Office of Air and Radiation longer than anyone in the agency’s history. During his tenure, Holmstead was the architect of the Clean Air Interstate Rule, the Clean Air Diesel Rule, and the Mercury Rule for power plants. He helped reform the New Source Review program. And Holmstead also oversaw development of President George W. Bush’s Clear Skies legislation and parts of the administration’s Global Climate Change Initiative. Holmstead received his J.D. from Yale Law School.
SPRIGGS & HOLLINGSWORTH Spriggs & Hollingsworth announced the addition of George Mickum IV and Bradford Biegon to the firm’s Washington office. Mickum, 52, joined as partner in the pharmaceutical products group. He defends complex litigation in areas of product liability, advertising, trade secrets, employment law, and alien tort claims. He also represents corporations, trade associations, and individuals before regulatory agencies in federal and state jurisdictions at both the trial and appellate levels. Prior to joining Spriggs & Hollingsworth, Mickum worked at the Federal Trade Commission, where he conducted fraud litigation and enforcement and rule-making proceedings. During the same period, he helped with criminal prosecutions as a special assistant U.S. attorney for the Department of Justice. Mickum earned his J.D. from George Mason University School of Law. Biegon, 44, has joined as of counsel in the firm’s insurance practice. He focuses on complex litigation as well as electronic discovery and records management to ensure compliance with e-discovery obligations. Biegon also has experience handling patent infringement, trade secret, and antitrust litigation that involves medical devices, biotechnology, software, data compression, and fault-tolerant networks. Biegon received his J.D. from the University of Virginia School of Law.
VEDDER PRICE Two attorneys have joined Vedder Price’s Washington office. David Hernandez, 40, joins as partner. Formerly an associate with Pillsbury Winthrop Shaw Pittman, Hernandez focuses on regulatory, enforcement, certification, and financing issues related to business and commercial aviation. His clients include aerospace companies, domestic and foreign air carriers, aircraft charter companies, governmental agencies, high net-worth individuals, and a variety of Fortune 500 corporations. He also is involved in assisting clients with export/import compliance, aviation security, and government contracts. Hernandez earned his J.D. from Northwestern University School of Law. Philip Livingston, 31, has joined as an associate in the equipment finance practice. He arrives from the Washington office of Eckert Seamans Cherin & Mellott. Livingston has drafted operating leases, aircraft purchase agreements, and engine leases and provided tax, regulatory, and insurance advice on transactions.
