1993: Vivian Sanks King is named vice president and general counsel of the University of Medicine & Dentistry of New Jersey � the first African American woman to reach the rank of vice president at the school. May 2001: The legal department learns that University Hospital is double-billing Medicaid. It’s unclear how long this has been going on. 2001 � 04: The hospital continues to double-bill Medicaid while university lawyers obtain legal opinions about the practice from an outside law firm. The final opinion says that the practice can continue. Mid-2004: A UMDNJ whistle-blower, after being booted from a university task force looking into billing practices at the hospital, tells the federal government about the billing abuses. In November, the university notifies Medicaid of the abuses. December 2005: U.S. Attorney Christopher Christie (right) charges the university with criminal fraud and demands the ouster of Sanks King. The trustees sign a deferred prosecution agreement to keep the university from going to trial. January 2006 to present: Newly elected New Jersey governor Jon Corzine (left) takes office and names six new university trustees. The university operates under federal monitor Herbert Stern while looking for a new general counsel and a new president. As the monitor uncovers other abuses, a grand jury contemplates whether to indict any individuals.
