SIMPSON THACHER TO OPEN BEIJING OFFICE NEW YORK — Simpson Thacher & Bartlett has announced plans to open a Beijing office as it boosts its Asian presence with two lateral recruits. One recruit, former Shearman & Sterling capital markets partner Leiming Chen, is joining Simpson Thacher’s 15-lawyer Hong Kong office. A veteran of dozens of initial public offerings of Chinese companies, Chen also has advised Chinese companies on corporate governance and regulatory matters. Shaolin Luo, a former mergers and acquisitions partner in China’s Fangda Partners, also has been recruited as a counsel in Beijing. Before joining Fangda last year, Luo was an associate in Shearman’s Beijing office. Simpson Thacher Chairman Philip Ruegger said the two new recruits would “significantly enhance our capital markets and M&A capabilities in China.” The firm said Friday it would apply for a license to operate in Beijing. One of the most prestigious and profitable firms, Simpson Thacher has generally avoided lateral recruitment of partners but has made exceptions to boost specific practice areas or offices. - New York Law Journal
