Miller & Chevalier’s tax practice took a hit this week when partners Alex Zakupowsky and James Atkinson jumped to Winston & Strawn’s four-lawyer Washington tax practice. “We did not have as substantial [a tax] presence in D.C. as we would hope to have and we really need internally, so we looked about for the best damn tax-dispute lawyers in the city,” says Thomas Mills, D.C. managing partner of Winston & Strawn. After spending 22 years at Miller, Zakupowsky, who will chair Winston’s tax practice, says he is looking to expand the practice to 12 partners by the end of the year. He has been involved in tax disputes for high-profile clients such as MetLife Inc. and Wal-Mart Stores Inc. . . . WilmerHale caught the China bug after it hired Charlene Barshefsky and Robert Novick out of the U.S. Office of the Trade Representative in 2001. Now the firm’s international trade group is looking to India. This week it brought on former Ambassador E. Ashley Wills, a longtime member of the foreign service and former deputy chief of mission in New Delhi, to advise clients on business deals in the subcontinent. Though foreign firms are barred from the Indian market, Wills hopes to establish partnerships with local outfits and eventually attract business from Indian companies in need of government relations advice in Washington.
