EX-COUDERT LAWYER APPOINTED TO CALIFORNIA PUC Rachelle Chong, a former Coudert Brothers partner with more than 21 years of telecommunications law and policy experience, was sworn in Thursday as the first Asian-American to serve on the California Public Utilities Commission. Appointed by Gov. Arnold Schwarzenegger, Chong joins a commission that recently approved a pair of telecom mergers, one between SBC and AT&T, and another between Verizon and MCI. Later this month, the PUC will vote on creating a fraud unit aimed at cracking down on consumer scams in the telecommunications industry. Chong’s experience includes a three-year stint as a Clinton appointee on the Federal Communications Commission. Prior to that, she was a partner in Coudert’s San Francisco and Palo Alto offices. She was also a partner at Graham & James in San Francisco and an associate at Washington, D.C.’s Kadison, Pfaelzer, Woodard, Quinn & Rossi. “I am honored Gov. Schwarzenegger has asked me to bring the knowledge and understanding of telecommunications policy I gained as a member of the Federal Communications Commission back to serve in my home state of California,” Chong said in a written statement released by Schwarzenegger’s office. She did not return calls seeking comment. Chong, a Republican, fills a vacancy created in November by Susan Kennedy, whom Schwarzenegger picked to be his chief of staff. The appointment comes with compensation of more than $114,000. Chong earned a J.D. from Hastings College of the Law. She is also the proprietor of a small jewelry and gift shop in San Francisco. � Matthew Hirsch
