New partners Latham & Watkins: Lawrence West joins the securities litigation and professional liability practice group as partner in the firm’s Washington office. He previously served as associate director of the division of enforcement at the Securities and Exchange Commission. Skadden, Arps, Slate, Meagher & Flom (New York): Two attorneys join the Securities and Exchange Commission enforcement and white-collar defense practice as partners in the firm’s Los Angeles office-Richard Marmaro and Jack P. DiCanio. Most recently, Marmaro served as assistant chief of the criminal division of the U.S. Attorney’s Office for the Central District of California. DiCanio previously served as deputy chief of the general crimes section in the same office.
