New Partners Drinker Biddle & Reath (Philadelphia): Debra M. Patalkis joins the securities and corporate governance litigation practice group as partner in the firm’s Washington office. She arrives from the Securities and Exchange Commission’s division of enforcement, where she served as assistant chief litigation counsel. Gardere Wynne Sewell (Dallas): E. Daniel Leightman joins the tax practice as partner in the firm’s Houston office. He was previously vice president of tax at Houston-based Cooper Industries Ltd. New Counsel Bell, Boyd & Lloyd (Chicago): Richard A. Siebel joins the litigation department as of counsel to the firm’s Chicago office. For the past seven years he served as a judge on the Circuit Court of Cook County, Ill. Wilmer Cutler Pickering Hale and Dorr: Patrick J.
