Title: Vice Chancellor/Vice President for Legal Affairs and General Counsel Location: Houston Age: 44 Crash Course Dona Glimm Hamilton’s team keeps current on day-care regulations, labor-and-employment law, the Sarbanes-Oxley Act of 2002 and everything in between. “There’s almost no area of law that we don’t handle,” says the University of Houston’s vice president of legal affairs. Every day is different, and that’s the best part of the job, she says. “Most people look at in-house jobs as less demanding and less stressful. To me, it’s like being in trial all the time. It never stops. There’s always something new,” Hamilton says. Morgan Dunn O’Connor, the UH board of regents chairman, praises Hamilton for keeping up with litigation, corporate law and education law, as well as updating the board. “She does a phenomenal job for the University of Houston. She’s completely on top of everything,” O’Connor says. Hamilton says the key to her legal department’s success is hiring good people and giving them autonomy. She oversees eight other lawyers, who complement each other on many levels. “I have to have a staff that can fit all of those niches. I think the only reason I am outstanding, if I am, is because of these lawyers,” she says. Jose M. Rangel, her deputy general counsel, credits Hamilton with treating everyone in the department as equals and encouraging them to voice opinions, delve into new practices and grow as attorneys. “She trusts the people that work for her. She gives them the chance to prove themselves to her,” he says. She encourages her lawyers to take their expertise to the people, too. Her department provides training to other university staff on issues such as compliance, information security, privacy, employment law and management. “That’s a challenge to make contracts exciting,” she says. Any law student will echo that. Hamilton says one of the perks of her job was serving as an adjunct professor at the UH Law Center. She had never taught before, but she enjoyed the interaction with law students, and the thought process that practicing lawyers can’t bill for. “It’s a luxury you don’t really have as a lawyer. You don’t really have time to reflect,” Hamilton says. She will have even less time in the future, as the workload keeps increasing. Rangel says that’s a testament to Hamilton’s open-door policy. “We’ve gotten busier because all the people we represent feel comfortable coming to us with legal questions,” he says. It’s also a result of UH’s growth. Recently, Hamilton helped UH craft an affiliation agreement with the Methodist Hospital to begin a series of joint projects. Both organizations have big plans for the future. Hamilton will be invaluable in those efforts, O’Connor says, and Hamilton says she can handle the challenge. “It doesn’t faze me what the area of law is. I just have to figure it out,” she says.
