Four months after stepping down as general counsel of the Department of Homeland Security, Joe Whitley has rejoined Alston & Bird to start up a global security and enforcement practice. The decision to join Alston comes at a propitious moment, as Homeland Security agencies such as the U.S. Coast Guard and Federal Emergency Management Agency are set to spend billions to rebuild Gulf Coast communities destroyed by this year’s hurricanes. “Obviously, the world is a very different place since 2001 — even since Katrina and Rita,” Whitley says. The practice will eventually have about 10 attorneys and will also blend attorneys from a variety of current practice groups, including the food and drug, energy, and customs and immigration practices.
