NEW PARTNERS Fulbright & Jaworski (Houston): Judith Archer comes on board as partner in the firm’s New York office. She was previously at AT&T Corp.’s department of law and government affairs. Manatt, Phelps & Phillips (Los Angeles): James E. Datri joins the government and regulatory division as partner in the firm’s Washington office. He was previously executive director of the House Democratic Caucus in the U.S. House of Representatives. Ungaretti & Harris (Chicago): Dean J.
