Michael McManus, 35, elected partner, focuses on intellectual property litigation, international trade, and customs law. He received his J.D. from the University of Arkansas School of Law. Tali Leah Alban, 31, joins as an associate and will practice before the U.S. International Trade Commission and the Department of Commerce. She graduated from American University Washington College of Law. BELL, BOYD & LLOYD Steven Hitchcock, 37, was elected partner in the D.C. office of Bell, Boyd & Lloyd. He was an associate in telecommunications and litigation practices. He received his law degree from the University of Virginia School of Law. BINGHAM McCUTCHEN Richard Ripley, 44, joined Bingham McCutchen as a partner in the civil litigation practice with an emphasis in antitrust litigation. He joined the firm after serving as partner at Howrey Simon Arnold & White. He received his J.D. from George Washington University Law School. Rebecca Beynon, 41, who practices telecommunications litigation, was elected partner. She received her J.D. from the University of Texas School of Law. Kevin Miller, 34, who practices litigation, was also elected partner. He graduated from the University of Chicago Law School. Bertrand-Marc Allen, 31, who practices litigation, has joined as an associate. Before joining the firm, he was a law clerk for Supreme Court Justice Anthony Kennedy. He received his J.D. from Yale Law School. Joseph Bial, 35, who practices telecommunications and antitrust litigation, also has joined as an associate. Before joining the firm, he was a law clerk for Chief Judge Douglas Ginsburg of the U.S. Court of Appeals for the D.C. Circuit. He received his J.D. from the University of Chicago Law School. Jamil Jaffer, 28, who practices telecommunications and antitrust litigation, also has joined as an associate. Before joining the firm, he was a clerk for Judge Edith Jones of the U.S. Court of Appeals for the 5th Circuit. He also received his J.D. from the University of Chicago Law School. Gregory Rapawy, 28, who practices telecommunications and antitrust litigation, also has joined as an associate. Before joining the firm, he was a law clerk for Supreme Court Justice David Souter. He received his J.D. from Harvard Law School. LEVINE SCHOOL OF MUSIC Stanley Spracker, 52, was hired as vice president of development and planning and general counsel at Levine School of Music. MORRISON & FOERSTER William Maher Jr., 48, has joined Morrison & Foerster as a partner in its communications practice. Until recently, he served as chief of the Wireline Competition Bureau at the Federal Communications Commission. He received his J.D. from Harvard Law School. VENABLE Venable elected four new partners in the D.C. area and added another. Paul Kemp joins the Rockville, Md., office as a partner focusing on white collar and complex civil litigation. Kemp, 55, earned his J.D. from George Washington University Law School. Frank Ciatto, 38, was elected partner in the D.C. office, where he focuses on mergers and acquisitions and corporate finance transactions. He earned his J.D. from Georgetown University Law Center. Ann Hobbs, 59, was also elected partner in the D.C. office. She focuses on patent prosecution and opinions in biochemistry, biotechnology, chemistry, and pharmaceuticals. Hobbs received her law degree from the University of Maryland School of Law. Eric Namrow, 37, was also elected partner in the D.C. office, where he focuses on intellectual property litigation. He received his J.D. from the University of Maryland School of Law. Matthew Swartz, 36, was elected partner in the Tysons Corner, Va., office. He focuses on business counseling, securities, private equity, and mergers and acquisitions. Swartz graduated from the University of California Hastings College of the Law. She received her law degree from Harvard Law School. WILMER CUTLER Ethan Shenkman, 37, has joined Wilmer Cutler Pickering Hale and Dorr as counsel in the firm’s litigation department. He joins the firm from the Department of Justice, where he served as attorney-adviser for the Policy, Legislation, and Special Litigation Section in the Environmental and National Resources Division. While there, he focused on international trade and investment practices.
