In building the case against Saddam Hussein and senior members of his regime, war crimes investigators identified 10 mass graves in Iraq where they believed the most promising evidence lay. But to date, only one grave has been exhumed and the $7 million budget for the effort has been exhausted. Like so many plans laid after the fall of Baghdad, the prosecution of former Iraqi leaders for crimes against humanity has turned out to be more difficult, time-consuming and expensive than originally anticipated.
