ARMY COURT OF CRIMINAL APPEALS Three immigration judges have been sworn in to the U.S. Army Court of Criminal Appeals. Charles Adkins-Blanch, 42, worked previously as general counsel for the Department of Justice’s Executive Office for Immigration Review. He received his J.D. from George Washington University Law School. Laura Baxter, 38, formerly served as senior counsel to the deputy attorney general at the Department of Justice. She received her J.D. from the University of Wisconsin Law School. David Neal, 45, previously served as special counsel to the director of the Executive Office for Immigration Review of the Department of Justice. He graduated from Columbia Law School. ARNOLD & PORTER John Hawke Jr., former U.S. comptroller of the currency, has rejoined the D.C. office of Arnold & Porter as a partner. Hawke worked for the firm for more than 20 years, and was chairman from 1987 to 1995. Hawke, 71, received his J.D. from Columbia Law School. In addition, Brian Frazier has joined the firm’s McLean, Va., office as an associate in its litigation group. Prior to joining the firm, Frazier served as an assistant U.S. attorney for the Southern District of Florida. Frazier, 36, received his J.D. from Yale Law School. BINGHAM McCUTCHEN Bingham McCutchen has expanded its intellectual property litigation practice with the addition of two partners. Fei-Fei Chao, 49, previously was a partner in Venable’s patent prosecution and intellectual property litigation practices. She received her J.D. from the University of Maryland School of Law. Gary Hnath, 46, previously was a partner in Venable’s intellectual property practice. He received his J.D. from Harvard Law School. CHADBOURNE & PARKE Michael Salsbury, 54, former executive vice president and general counsel of MCI Communications Corp. and WorldCom Inc., has joined Chadbourne & Parke as a partner. Salsbury specializes in administrative litigation and competition law and merger review proceedings. He received his J.D. from the University of Virginia School of Law. DEPARTMENT OF THE TREASURY Debra Diener has been promoted to senior adviser to the commissioner and deputy commissioner at the Financial Management Service of the Department of the Treasury. Most recently, Diener, 54, was chief counsel. She received her J.D. from George Washington University Law School. GREENBERT TRAURIG Steven Schneebaum, 51, has joined Greenberg Traurig as a partner in its litigation practice. Most recently, Schneebaum was a partner at Patton Boggs. He received his J.D. from Oxford University and his LL.M. from George Washington University Law School. McKENNA LONG & ALDRIDGE Joseph Dowley has joined McKenna Long & Aldridge as a partner in its national government affairs practice. Most recently, Dowley, 58, was former chief counsel to the House Ways and Means Committee. He received his J.D. from Georgetown University Law Center. POWELL GOLDSTEIN David DeSalle has joined Powell Goldstein as of counsel in its energy practice. Most recently, DeSalle, 34, was an associate with the energy group at Dickstein Shapiro Morin & Oshinsky. He earned his J.D. from the University of Pittsburgh School of Law. RESOLVE INC. Miles Keogh has joined Resolve Inc., a nonprofit public policy dispute resolution organization, as senior outreach coordinator for the National Wind Coordinating Committee. Keogh, 31, formerly was a project manager with the Global Environment and Technology Foundation, working at its Center for Energy and Climate Solutions. VENABLE Jay Yurow, a partner specializing in commercial real estate and real estate finance, has been named partner-in-charge of Venable’s McLean, Va., office. The previous position holder, John Milliken, stepped down after five years.
