AKIN GUMP Steven Heeley has joined Akin Gump Strauss Hauer & Feld as senior policy counsel, where he will focus on American Indian law and policy. Heeley, 44, formerly was deputy general counsel for the Gila River Indian Community in Arizona. He received his J.D. from the University of California at Berkeley, School of Law, Boalt Hall. ARENT FOX Weldon Rougeau will join Arent Fox in December as of counsel in the firm’s government relations practice. Rougeau, 61, is president of the Congressional Black Caucus Foundation. He received his J.D. from Harvard Law School. GARDNER CARTON & DOUGLAS Gardner Carton & Douglas has welcomed four additions to the firm. Paul Seltman joins the firm as of counsel. Seltman, 37, was formerly associate vice president of payment and policy at the Advanced Medical Technology Association. He received his J.D. from American University Washington College of Law. Joan Epstein joins as an associate in the firm’s creditors’ rights and corporate restructuring practice. Epstein, 41, was previously a law clerk for James Schneider, chief judge of the U.S. Bankruptcy Court in Baltimore. She received her J.D. from the University of Baltimore School of Law, and an LL.M. from American University Washington College of Law. David Mott, 30, joins as an associate in the firm’s intellectual property group. He received his J.D. from George Washington University Law School. James Twaddell IV, 29, joins as a government relations director. Most recently, he was associate director of government affairs for the American Association of Colleges of Nursing. LOEFFLER JONAS & TUGGEY William Gray III has joined Loeffler Jonas & Tuggey as a senior adviser in its government affairs practice. Most recently, Gray, 63, was president and chief executive officer of the United Negro College Fund. He also served in the U.S. House of Representatives from 1979 to 1991. SCOPELITIS, GARVIN Deborah Anderson has joined Scopelitis, Garvin, Light & Hason as an associate. Anderson, 36, was formerly a judge advocate in the U.S. Air Force. She graduated from Southern Illinois University School of Law. SUTHERLAND ASBILL & BRENNAN Sutherland Asbill & Brennan has expanded its tax practice with the addition of three attorneys in the D.C. office who will focus on local and state tax issues. Kendall Houghton joins the firm as a partner. Most recently, Houghton, 40, was special consultant to the state tax knowledge management office at PricewaterhouseCoopers. She graduated from New York University School of Law. Jeffrey Friedman also joins the firm as a partner. He was formerly a partner for KPMG, leading its national sales and transactions tax practice. Friedman, 37, received his J.D. from the University of Maryland School of Law and his LL.M. from Georgetown University Law Center. Marc Simonetti, 30, joins the firm as an associate. He was most recently a senior associate at PricewaterhouseCoopers with the state and local tax services practice. Simonetti received his J.D. from St. John’s University School of Law. THELEN REID & PRIEST Murray Sacks has joined Thelen Reid & Priest as of counsel, with a focus in insurance coverage litigation. Sacks, 43, was previously a partner at McKenna Long & Aldridge. He received his J.D. from George Washington University Law School. WHITEFORD, TAYLOR & PRESTON Richard Waddington, 41, has joined Whitefored, Taylor & Preston as of counsel in its real estate practice. Waddington was previously an associate in Willkie Farr & Gallagher’s environmental practice.
