Attorney General John Ashcroft and others, some critics say, are using scare tactics to get renewal for the act, which gave law enforcement expanded powers for anti-terror purposes. Yet supporters of the act say that the ACLU, which has waged a nationwide campaign against re-upping the law, has engaged in its own campaign of misinformation.
