CLIFFORD CHANCE Clifford Chance has announced the election of two new partners in its Washington, D.C., office. Frank Cimino, 34, is a member of the litigation and dispute resolution group specializing in patent litigation, with an emphasis on electrical, computer, and mechanical technologies. He graduated from the University of Baltimore School of Law. Kate McCarthy, 33, is a member of the banking and financial restructuring group. She specializes in international project finance and cross-border finance transactions. She earned her law degree at Oxford University and her L.L.M. at Harvard Law School. EPA Scott Sherman has been named associate general counsel for solid waste and emergency response at the Environmental Protection Agency. Sherman, 37, serves as the agency’s senior counsel for its hazardous and solid waste management programs and cleanup initiatives, and manages the Solid Waste and Emergency Response Division of the Office of General Counsel. He received his J.D. from Harvard Law School. FOLEY & LARDNER Scott Fredericksen, 51, has joined Foley & Lardner as a partner in the litigation department. He will focus on white collar defense as a member of the white collar defense and corporate compliance, securities litigation, enforcement, and regulatory practices. Before joining Foley & Lardner, Fredericksen was a federal prosecutor in Washington, D.C., and Alexandria, Va. He graduated from Boston University School of Law. FRIED, FRANK Fried, Frank, Harris, Shriver & Jacobson has announced a new special counsel in its Washington, D.C., office. Christopher Salter, 37, is in the securities regulation and enforcement practice. He graduated from George Mason University School of Law. HOLLAND & KNIGHT Holland & Knight has announced that Helen Disenhaus, 55, has joined the Washington, D.C., office as a partner in the telecommunications group. Most recently, she was a partner with Swidler Berlin Shereff Friedman. Disenhaus received her J.D. from Yale Law School. JACKSON & CAMPBELL Jackson & Campbell announces three promotions. John Matteo, 43, has been named a firm shareholder. Matteo is chairman of the business law practice group and a member of the real property and asset management practice group, as well as the health law practice group. He graduated from Catholic University of America Columbus School of Law. Erin McGonagle, 39, has been named a firm director. McGonagle is a member of the liability insurance coverage practice group and has experience handling complex insurance coverage litigation including environmental, marine, products liability, fidelity, reinsurance, and toxic tort matters. She is a graduate of Pepperdine University School of Law. Jason Pardo, 33, has also been named a director of the firm. Pardo is a member of the real property and asset management practice group, the business law practice group, and the trusts and estates practice group. He is a graduate of Catholic University of America Columbus School of Law. NALP The National Association for Law Placement announces the appointment of James Leipold as its new executive director. Most recently, Leipold, 42, was the director for electronic services support and assistant director for education and prelaw programs at the Law School Admissions Council. He graduated from Temple University School of Law. PIPER RUDNICK Dale Lazar has joined the firm’s Reston, Va., office as a partner in the intellectual property practice. Most recently he was with Pillsbury Winthrop. Lazar, 51, has extensive experience in patenting electronic technology, patenting and copyrighting computer hardware and software, litigating patents and copyrights, negotiating and drafting licenses for patents and software, and preparing software related agreements. He received his law degree from Cornell Law School. SONNENSCHEIN Joyce Cowan, 42, has joined Sonnenschein Nath & Rosenthal as a partner in the health law and public policy practices. Cowan was a partner at Epstein Becker & Green, where she represented organizations in health care financing, health care delivery, managed care, Medicare, and other regulatory issues. Cowan graduated from George Washington University Law School. STEPTOE & JOHNSON Steptoe & Johnson announces that Jim Rocap, 54, has joined the firm as a partner in the litigation department. Rocap specializes in complex insurance coverage litigation. Most recently he was partner at Baker Botts.
