AMERICAN BAR ASSOCIATION Elizabeth “Betsy” Andersen has joined the D.C. office of the American Bar Association as executive director to the Central European and Eurasian Law Initiative. Before joining the ABA, Andersen was the executive director of the European and Central Asian division at Human Rights Watch. Andersen, 38, earned her law degree from Yale Law School. BAKER BOTTS Baker Botts has added 12 new associates to its D.C. office. Bridget Moore, 30, has joined the trial department focusing on securities law, insider trading, and various proxy, disclosure, and reporting violations. Moore was a staff attorney in the Division of Enforcement at the Securities and Exchange Commission. She is a graduate of the Catholic University Columbus School of Law. Kirk Morgan, 27, has joined the global projects department focusing on transactions and regulatory matters centering on the energy industry. He was an associate with Hogan & Hartson advising clients in matters before the Federal Energy Regulatory Commission and the Federal Trade Commission. Morgan earned his law degree from Catholic University of Columbus School of Law. Robert Wagman, 35, has joined the governments contracts department to litigate disputes in civil and criminal fraud investigations related to public procurement. Wagman was a special assistant to the commissioner of the federal office of Child Support Enforcement in the Department of Health and Human Services. He received his law degree from the American University Washington College of Law. Eric Weingarten, 34, has joined the global projects department to concentrate on infrastructure development and finance. Most recently, Weingarten was an associate at Troutman Sanders. Weingarten received a J.D. from the University of Denver College of Law and his LL.M. from Georgetown University Law Center. Eight of the firm’s new hires are recent law graduates. Heather Allen, 25, has joined the general assignment department in the firm. She is a graduate of Stanford Law School. Raakhee Biswas, 26, has joined the environmental practice and earned her law degree from Vanderbilt University Law School. Nicole Christoff, 25, has joined the litigation and trial practice and received her law degree from Harvard Law School. Bryan Erman, 25, has joined the litigation and trial practice. He graduated from Southern Methodist University’s Dedman School of Law. Rachel Flum, 27, has joined the litigation and trial practice. Flum is a graduate of Georgetown University Law Center. Scott Martin, 28, has joined the litigation and trial practice and earned his law degree from the University of Michigan Law School. Dina Osborn, 32, has joined the litigation and trial practice. Osborn is a graduate of the University of Texas School of Law. Jette Stoermer, 27, has joined the global projects practice and graduated from Georgetown University Law Center. CLEARY, GOTTLIEB Cleary, Gottlieb, Steen & Hamilton has promoted three associates in its D.C. office. Brian Byrne, 33, has been made partner, specializing in antitrust matters, including the review of mergers and acquisitions, civil antitrust litigation, and criminal antitrust enforcement. He earned his law degree from the University of Michigan Law School. Steven Kaiser, 35, has been made counsel. He will focus on civil regulatory and criminal matters. Kaiser received his law degree from Harvard Law School. Paul Marquardt, 35, has been made partner. He will specialize in corporate and regulatory matters, including corporate governance, private equity, sovereign representation, and antitrust. Marquardt is a graduate of Yale Law School. COMMON GOOD Jeffrey Pariser, 38, has joined Common Good as executive director and chief operating officer in the District. Before joining the not-for-profit public interest group, Pariser was a partner at Hogan & Hartson. He earned his law degree from New York University. GOODWIN PROCTER Goodwin Procter has expanded its consumer financial services litigation group with the addition of Joseph Yenouskas. Yenouskas, 43, joins Goodwin Procter as a partner. He was of counsel at Morgan, Lewis & Bockius, and holds a law degree from George Washington University Law School. HOUSE SCIENCE COMMITTEE The House Science Committee has made two changes to its legal staff. Michael Bloomquist, 34, has been named the chief counsel from the position of associate general counsel. Bloomquist received his law degree from the George Washington University Law School. Tim Hughes, 31, has joined as majority counsel to the Subcommittee on Space and Aeronautics. Hughes was a senior associate at Drinker Biddle & Reath. He is a graduate of William & Mary Marshall-Wythe School of Law. HOWE & HUTTON C. Michael Deese, 52, has joined the D.C. office of Howe & Hutton as a partner in the firm’s nonprofit organization practice group. Deese will continue to serve as outside counsel to national and international trade associations, professional societies, and charitable organizations. Before joining Howe & Hutton, Deese was a name partner, resident in the D.C. office of Charapp, Deese & Weiss. He is a graduate of the University of Pennsylvania Law School. KIRKPATRICK & LOCKHART Kirkpatrick & Lockhart has added David Pickle as a partner in the firm’s D.C.-based employee benefits and litigation practice. Pickle, 41, will specialize in ERISA’s prohibited transactions, exemptions, and fiduciary rules. Before joining Kirkpatrick & Lockhart, Pickle was a partner at Kilpatrick Stockton. He holds a law degree from the University of Kansas School of Law. PENNIE & EDMONDS Pennie & Edmonds has added Allison Singh as an associate in its D.C. office. Singh will work out of the trademark, copyright, and competition practice groups. Before joining Pennie & Edmonds, Singh worked in the general counsel’s office at the American Red Cross. Singh, 28, earned her law degree from Georgetown University Law Center. WEIL, GOTSHAL & MANGES Four former Clifford Chance partners have joined Weil, Gotshal & Manges as partners in its global competition and antitrust practice in the District. James Egan Jr., 59, holds a law degree from St. John’s University School of Law. Steven Newborn, 56, is also a graduate of St. John’s University School of Law. John Scribner, 39, received his law degree from the University of Oklahoma College of Law.
