For example, on behalf of the Police Foundation, nine national and international associations of police and criminal justice professionals, the chiefs of police associations of two states, and 31 law enforcement chief executives, three then-Police Foundation directors and I filed a brief amicus in Tennessee v. Garnerand Memphis Police Department v. Garner,October Term, 1984. Not only did the Supreme Court, in a 6-3 opinion by Mr. Justice White, hold that a state statute authorizing a peace officer to shoot a fleeing felon was unconstitutional, but our brief was cited twice (471 U.S. 1, 10n.10 & 19 (1985)).
