in a unanimous decision, the justices reversed and remanded the judgment of the Michigan Supreme Court that the Interstate Commerce Commission had misinterpreted the Intermodal Surface Transportation Efficiency Act when it issued regulations for annual registration fees for interstate motor carriers. Yellow Transportation Inc. v. Michigan, No. 01-270. The court held that the commission’s interpretation of the act was a permissible reading of the statutory language. O’Connor wrote the opinion.
