EXCESSIVE FORCE a man shot by police officers after a high-speed chase was awarded $250,000 by a federal jury on June 17. Richard Parker, 20, attempted to elude police on an interstate highway and crashed near Westport, Mass. He jumped from his vehicle and pretended to point a gun at the officers, who fired at him. Officer Richard Roussel, the first to approach Parker, fired 28 rounds, inflicting six gunshot wounds. Parker, who was unarmed, sued four officers and two towns, alleging excessive force.
