CRIMINAL PRACTICE a county in georgia agreed to settle a suit which alleged that it denied indigents the right to counsel. A class of indigents charged with crimes claimed that they were not appointed attorneys before initial hearings and spent weeks in jail before seeing one. The class contended that the county’s public defense system had only two part-time attorneys. The county settled on March 11, agreeing to hire three full-time attorneys. Bowling v.
