The settlement, which would be subject to City Council approval, “sets a bar in terms of money,” said Michael Rains, lead defense attorney for the accused officers. Rains’ defense team represents officers who were named in the suit, but he was not part of settlement negotiations.
Oakland City Attorney John Russo could not be reached for comment.
