The defendant standing before Cobb County Superior Court Judge Mary Staley on Thursday morning was prima facie evidence for the necessity of the new mental health court that was in session.

Wearing chains and a prison jumpsuit, Richard Wright, 51, a balding U.S. Army veteran diagnosed with severe bipolar disorder, had been held without bond in the Cobb County Jail for nearly four months, mostly in solitary confinement. His latest arrest, for making terroristic threats, followed arrests during the past three months on charges of assault, criminal trespass, stalking and destruction of government property.
