New York City and its contractors are challenging Southern District of New York Judge Alvin K. Hellerstein’s authority to reject the $657 million settlement of the 9/11 respiratory cases.

The city filed notice of appeal Wednesday with the 2nd U.S. Circuit Court of Appeals seeking to overturn three orders issued by Hellerstein, which the city claims “delayed and obstructed compensation for the plaintiffs and closure for all settling parties.”
