New Florida Supreme Court Chief Justice Peggy Quince became the first black woman to head a branch of state government Friday when she took over from Justice R. Fred Lewis.
Quince, 60, said that during her two-year term she plans to advocate full funding of courts and examine ways to improve the prospects for children aging out of the foster care system.
