Trade lawyers expect to see a large increase in work as a result of a recent series of regulatory changes made by the U.S. Department of Commerce related to exports to China.

Last month the Commerce Department announced two major rule changes that require export licenses for certain goods, technology and software that have historically been exported to China without a license. The policy changes are designed to prevent exported goods and technologies from being used for military purposes that could threaten U.S. national security, but they go further than they have previously, responding to China’s purported policy of military-civil fusion: finding military applications for civilian items.
