Thomas Brennan

Cook County Public Guardian

Thomas Brennan is starting his 26th year with the Cook County Public Guardian’s Office. Tom has been in the Adult Guardianship Division for the last 21 years and has been a supervising attorney and Director of the Intake Department for the last 13 years. Tom is on the Public Guardian’s Training and Legislation Planning Committees and is a member of the Public Guardian’s Office multidisciplinary team that reviews guardianship cases with mental health components.

Tom has been Chair and Vice Chair of the Chicago Bar Association Elder Law Committee. Tom has served on the board of Our Community of Illinois which directs community resources to children in DCFS care. Tom is a volunteer and long-time board member of the South-East Asia Center in Uptown.

Tom has given many presentations and lectures including trainings at the Illinois Institute of Continuing Legal Education (IICLE), the Chicago Bar Association, John Marshall Law School, DePaul University College of Law, the City of Chicago, Illinois Department on Aging-Adult Protective Services, Loyola University School of Medicine, and numerous other medical institutions and care facilities.

Dr. Jacobo Mintzer

Dr. Jacobo Mintzer is a psychiatrist with special qualifications in geriatric psychiatry. He has dedicated his career to finding new treatments for Alzheimer’s Disease with a focus on the diagnosis and treatment of the neuropsychiatric symptoms of the disease. Dr. Mintzer is a Professor of Health Sciences, Psychiatry, Neuroscience, and Pathology at the Medical University of South Carolina and is the Chief Research and Innovation Officer at Roper St. Francis Healthcare System in Charleston, SC. Dr. Mintzer is the Principle Investigator for the ADMET program: a National Institute on Aging (NIA) supported program that has worked to define and treat apathy in Alzheimer’s Disease. Dr. Mintzer is former President of the International Psychogeriatric Association, past Treasurer of the American Association for Geriatric Psychiatry, a Board Member of the AARP Global Counsil on Brain Health, a Board Member of the South Carolina Alzheimer’s Association, and has a faculty appointment at Exeter University in the United Kingdom. For ACTC, Dr. Mintzer serves on its steering committee as well as others. Dr. Mintzer is also the contact Principle Investigator for the Life’s end Benefits of CannaBidol and TetrahYdrocannabinol (LiBBY) Trial supported by the NIA. The project aims to test the efficacy and safety of a combination of THC and CBD cannabinoids for the treatment of hospice-eligible Alzheimer’s patients suffering from agitation.

Linda Marquis is a judge for Department B of the Nevada 8th Judicial District Court Family Division. She assumed office in 2015. Her current term ends on January 4, 2027.

Marquis ran for re-election for the Department B judge of the Nevada 8th Judicial District Court Family Division. She won in the general election on November 3, 2020.

Marquis earned her J.D. from the University of Nevada-Las Vegas, William S. Boyd School of Law in 2003.

Deirdre Lok

The Harry and Jeanette Weinberg Center for Elder Justice at the Hebrew Home at Riverdale

Deirdre M.W. Lok, Esq. is the Assistant Director and General Counsel for The Harry and Jeanette Weinberg Center for Elder Justice at the Hebrew Home at Riverdale. She manages the operations of the shelter, including providing legal services to victims in Supreme Court, Housing Court and Family Court.

An Adjunct Professor at Brooklyn Law School, Ms. Lok directs the law school’s HELP (Helping Elders through Litigation and Policy) Clinic. She is a frequent speaker on the issue of elder abuse and the law, and has guest lectured at Penn State Dickinson School of Law, Cardozo Law School, Touro Law, Hofstra Law School and CUNY Law School and has provided training to attorney’s through the New York State’s Judicial Institute, the Queens Bar Association, and the Bronx Bar Association.

Ms. Lok is appointed by Mayor Bill de Blasio to the Age-Friendly NYC Commission, is chair of the American Bar Association’s Senior Lawyer’s Division, Elder Abuse Prevention Committee, and served as Chair of the Policy and Procedure Subcommittee of the New York State Committee on Elder Justice.

Prior to joining The Weinberg Center, she was a Deputy Prosecuting Attorney in Oahu, Hawaii and an Assistant District Attorney in the Queens County District Attorney’s Office where she focused on domestic violence cases. She is the recipient of the New York Law Journal 2017 General Counsel Impact Award.
