When retired British businessman Derek Bond was detained in South Africa, it could, perhaps, have been dismissed as one of those rare occurrences where an unlucky individual was simply in the wrong place at the wrong time.

Mr Bond spent three weeks, without charge, in a South African police station at the behest of the US Government, until the FBI eventually discovered it had got the wrong man. Those who took the view ‘it will never happen to me’ might also have thought ‘it could never happen here’.
