Some unions have forcibly stated their concerns about the fragile rights of public sector employees who move into the private sector in the context of private finance initiative (PFI) and public private partnership (PPP) projects. Unions have focused on the issue of the ‘two-tier’ workforce that they believe exists in the NHS.
This perceived two-tier system results where, because of the outsourcing of services by the public sector, NHS employees have to work alongside private sector employees and employees who have transferred from the NHS.
