Royal CourtsClaims that the Human Rights Act (HRA) would result in a flood of litigation and sweeping changes to domestic law have proved groundless, according to the first major independent study of the HRA’s impact.

A report published this month by the HRA Research Unit, a joint venture set up a year ago by Doughty Street Chambers and King’s College University London, found that just 192 cases heard in the higher courts raised human rights points. Of these, roughly two out of three were raised in civil proceedings.
