He gives every indication that he intends to drift along for years more, not doing very much work while the team slogs away. This is very demotivating for the team as everyone knows there are precious few slots for promotion, and to see the guy at the top of the pile holding back people who could be stepping up is getting everyone’s back up. My colleagues often complain to me about him and the example he’s setting.
