Marcel Pratt didn't plan on leaving his partner-bound post at Ballard Spahr in 2016, when he was offered a job heading the city's 70-lawyer in-house litigation practice. But the opportunity to be part of the city's renewed focus on litigating cases that would improve the quality of life for Philadelphians was too compelling to pass up, he said.
