Two issues that consumers complain about all the time, and for good reason, concern the difficulty of obtaining and understanding medical records and surprise billing that consumers receive from hospitals and doctors after an appointment, procedure or operation.  

The procedures for obtaining medical records that are understandable and dealing with billing issues are nearly useless. Most consumers do not have the financial ability, time, or expertise to address these issues themselves, and legal help can be expensive and unavailable.
