The retired judge who served as arbitrator in the fee dispute between Kline & Specter and former associate Donald Haviland asked the Philadelphia Court of Common Pleas this week to impose a lien against Haviland’s stake in his current firm until he pays arbitration fees to the judge.

Former Philadelphia Court of Common Pleas Judge Mark Bernstein’s request for a lien comes after years of attempts by Haviland to avoid paying Bernstein $20,730 for arbitrating in the dispute between Haviland and former colleagues at Kline & Specter in 2018 and 2019. Before and during the arbitration proceedings, Haviland accused Bernstein of bias in favor of KIine & Specter and made repeated attempts to see Bernstein recused from the proceedings.
